Recently Government approved creation of Weapon Systems branch in Indian Air Force.
In details –
- In a historic step for the Indian Air Force (IAF), Government has approved the creation of a new branch, called the Weapon Systems (WS) branch.
- The creation of WS branch would entail unification of all weapon system operators under one entity dedicated to the operational employment of all ground-based and specialist airborne weapon systems.
- The branch would encompass operators in four specialised streams of Surface-to-Surface missiles, Surface-to-Air missiles, Remotely Piloted Aircraft and Weapon System Operators in twin/multi-crew aircraft.
- According to the IAF Chief this will also help in savings of almost Rs 3, 400 crore as it will reduce the expenditure on flying training.
- This will be divided into four sub-streams and each will have its own skill set. This means that each branch would induct cadre of officers with specialised skills.
- The branch will contribute immensely by enhancing the war fighting capability of the Indian Air Force.
Four Sub-streams
First on the list is `Flying’
- This will have officers who will be weapons systems operators in twin-engine twin seater fighter aircraft, the Su-30 MKI (IAF has around 265 in its fleet).
- Also, those flying Attack helicopters which are all twin-set versions and this category includes the latest Light Combat Helicopter, Apache AH-64E from Boeing, and Mi -25/35 the Russian make.
Second sub-stream is Remote
- The operators of the UAVs which were inducted in the service include the domestic armed version of the UAVs and also in the future operators of the Predator drones from the US based General Atomics.
Third sub-stream is Intelligence
- This sub-stream will have analysts of imagery which has been obtained through surveillance carried out by the UAVs or through satellites. There will be information warfare specialists; analysts of intelligence inputs, observers and signal intelligence collation.
- And also, operators of space systems will be part of this sub-system.
Fourth sub-stream is Surface
- Besides the newly inducted S-400 air defence system from Russia, there will be mission commanders, and also operators of surface-to-surface missiles, surface-to-air guided weapons and other than close-in weapons systems.

- The 70th Plenary Session of North Eastern Council (NEC), was held in Guwahati, Assam on 8th and 9th October, 2022.
- The session was chaired by Minister for Development of North Eastern Region (DoNER), Tourism and Culture, Shri G. Kishan Reddy, MoS for DoNERand Co-operation, Shri B.L. Verma and members of NEC consisting of Governors and Chief Ministers of the 8 North-Eastern states and other members.
- The two-day plenary session of the North Eastern Council (NEC) attended by Union Home Minister Amit Shah concluded in Guwahati
- On the second day, the dignitaries included senior officers of the Centre, Government of India and major ministries of the states and chief secretaries of 8 states.
About the session
- During the two-day session, presentations were made by the Ministry of Development of North Eastern Region, North Eastern Council and State Governments as well as selected Central Ministries on various developmental initiatives and future plans for the North Eastern Region.
- Review of the status of various projects in the North Eastern region from the 70th plenary session, discussion on the progress of the ongoing projects and expediting their implementation, confirmation of the proceedings of the 69th plenary meeting, in the year 2022-23 in the North Eastern region and Thereafter, the plans for the outlay and financial period were reviewed by the central ministries.
- The Day 1 meetings focused on a variety of aspects related to the development of North Eastern Region, followed by addresses by Dignitaries. There were sessions on Vision and Strategy for NER as Growth Engine, Aligned Vision along with the plan of NEC and its organizations.
- State Chief Secretaries from all over NER made their presentation on ‘Priorities and Success Stories’ of their respective states and deliberated upon important themes such as ‘Regional Planning for-Telecom, Broadband and Internet Connectivity, Primary Sector Development and Tourism.
- The post-tea part of the event included sessions on Off Farm Livelihoods, Community Capacity and Services, Village Level Planning and Saturation and Comprehensive Overview of Financing the development in the Region.
- The second day of the plenary session focused on confirmation of the proceedings, tabling of the Action Taken Report from the 69th Plenary meeting held in January last year, and evaluation of the report on the progress of afforestation in the north-eastern states.
- The discussions also focussed on empowering the MSME sector and self-help groups (SHGs) to fulfill the goal of Atmanirbhar Bharat and collaboration between NGOs and private stakeholders in the education and healthcare sectors.
- Class XII board toppers from the region were also felicitated with the North Eastern Council Netaji Awards during the session.
NEHHDC Mobile Application
- Home Minister Shah launched the North Eastern Handicrafts and Handlooms Development Corporation Limited (NEHHDC) Mobile Application during the session.
- The NEHHDC would help register artisans and weavers online and collect authentic data through the app.
- It is expected to provide training through specially designed online courses and help the beneficiaries and redress grievances.
- Talking about the North Eastern Space Applications Centre (NESAC), the home minister said tourism, agriculture, and connectivity, among others, would get a significant boost because of the initiative.

About Dr. Bakul Dholakia
- BakulHarshadrai Dholakia born 15 July 1947 is the former Director of IIM Ahmedabad (2002–2007).
- Prior to that, he was the Dean at Ahmedabad (1998–2001) and a professor in Economics.
- He was also the Director General of International Management Institute, New Delhi.
- Prior to joining IMI New Delhi, he was the Director of Adani Institute of Infrastructure Management and Gujarat Adani Institute of Medical Sciences, Bhuj.
- Dr. Dholakia is a Gold Medalist from Baroda University and holds a Doctorate in Economics. He has 47 years of professional experience including 33 years at IIM Ahmedabad.

- On October 7, 2022 The first conference of the Agni campaign was organised in Leh on the theme of ‘Sustainability and Culture’. - The conference was inaugurated by Shri R K Mathur, Lieutenant Governor of Ladakh. Speaking on the occasion, he said that Ladakh always had a sustainable lifestyle, however, increased modernisation is leading to an imbalance in the ecosystem of the region, and this not only adversely impacts the region but could also alter the monsoon cycle of the entire country since it is inter-linked with the Himalayan ecosystem. He further added that the UT administration of Ladakh has laid out a clear roadmap to reverse this imbalance and move toward sustainable development. He emphasised several key areas.
- Ladakh has immense solar energy potential, which should be harnessed. Ladakh should work towards generating systems to provide power to remote areas. The focus is to provide decentralized renewable solar power across Ladakh thereby reducing grid dependency. This is in line with the Prime Minister’s vision of a Carbon Neutral Ladakh.
- Geothermal energy is another focus area that holds immense potential in the Ladakh region. Unlike other renewable energy sources, which are intermittent in nature, it is available throughout the day and the year and should be suitably harnessed.
- Green Hydrogen is another option in Ladakh, as the region has plenty of solar energy. It also has water. The Hydrogen harnessed from this could be used to substitute petrol and diesel and the oxygen could be used in hospitals and by tourists.
About Agni Tattva campaign
- The Agni Tattva campaign – Energy for LiFE, an initiative under the umbrella campaign of Sumangalam, was launched by Shri R K Singh, Union Minister of Power and New and Renewable Energy, in New Delhi on 21st September 2022.

About Life initiative
- The idea of LiFE was introduced by India during the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow in 2021.

- Ministry of Environment, Forest and Climate Change has constituted a Task Force for monitoring Cheetah introduction in Kuno National Park, Madhya Pradesh and other suitable designated areas.
- The National Tiger Conservation Authority (NTCA) would facilitate the working of Cheetah Task Force and render all necessary help.
- The Task Force shall be in-force for a period of two years. This task force may appoint a subcommittee to regularly visit the Cheetah introduction area as and when decided by them.
Significance
- Cheetah restoration is part of a prototype or model for restoration of original cheetah habitats and their biodiversity. This will help to stem the degradation and rapid loss of biodiversity.
- Bringing back a top predator restores historic evolutionary balance resulting in cascading effects on various levels of the eco-system.
- Bringing the cheetah back is expected to have important conservation ramifications. The cheetah has been the evolutionary natural selection force that has shaped the adaptation of high speeds in Indian antelopes and gazelles.
- By restoring cheetah, we would also be able to save not only its prey base comprising certain threatened species, but also other endangered species of the grasslands / open forest eco-systems, some of which are on the brink of extinction.
The Task Force has been constituted to
- Review, progress and monitor the health status of Cheetah, upkeep of the quarantine and soft release enclosures, protection status of entire area, adherence to the defined protocols by forest and veterinary officials and advice on Cheetah introduction in India to the Madhya Pradesh Forest Department and NTCA on status of Cheetah with respect to overall health, behavior and their upkeep.
- Monitor hunting skills and adaptation of Cheetahs to the habitat of Kuno National Park.
- Monitor release of Cheetah from Quarantine bomas to soft release enclosures and then to grass land and open forest areas.
- Open Cheetah habitat for eco-tourism and suggest regulations in this regard.
- Suggest and advice on development of tourism infrastructure in the fringe areas of Kuno National Park and other Protected Areas.
- Regularly interact with Cheetah mitras and local communities for their awareness raising and also involvement in protection of Cheetahs in particular and area in general.

Modhera
- Modhera is a village in Mehsana district of Gujarat, India. The town is well known for the Sun Temple of Chaulukya era.
- The town is located on the bank of Pushpavati river.

- In an attempt to understand the Monsoon Winds and other climatic factors and the ways in which these natural elements impacted, at different periods of history, the interactions between different countries in the Indian Ocean region, ‘Project Mausam’ was launched by the Ministry of Culture, Government of India at UNESCO’s 38th World Heritage Committee Meeting held at Doha, Qatar, in 2014.
- Currently, the Project is being administered by the Archaeological Survey of India (ASI).
- With the objective of promoting further research and broadening our understanding of this subject, the ASI organized a two-day National Conference at India Habitat Centre, New Delhi on 7th and 8th October, 2022.
- Christened “Jaladhipurayatra: Exploring Cross- Cultural Linkages along the Indian Ocean Rim Countries”, the Conference incorporated manifold aspects of maritime exchanges and interactions.
- The Inaugural Session of the Conference was inaugurated by Minister of State for Culture and Parliament Affairs, Shri Arjun Ram Meghwal, and Minister of State for Culture and External Affairs Smt. MeenaskashiLekhi.
- The ambassadors of several Indian Ocean Regional countries, currently stationed in Delhi participated in the conference.
About Conference
- The Conference consists of a Plenary Session followed by six Academic Sessions, each dealing with a particular aspect of India’s maritime interactions.
- One session exclusively deals with issues relating to the World Heritage properties with special reference to identification of historical sites and structures located in different countries of the Indian Ocean region and exemplifying inter-country relations, thus qualifying for trans-national nomination for UNESCO World Heritage certification.
- This was followed by a unique session in which the representatives and ambassadors of the different Indian Ocean region countries discussed different aspects of the region’s inter-country ties and trans- national nomination of important sites in the region for the World Heritage status.
- On second day an interactive session with the distinguished Ambassadors of the Indian Ocean Rim Countries was organized, and was chaired by Smt. MeenakashiLekhi, Minister of State for Culture and External Affairs, wherein, issues related to the Project Mausam were discussed with the Ambassadors particularly inter-country links pertaining to textiles, spices and spicy cuisine, architecture and other aspects of intangible cultural heritage.
- Over twenty scholars from different parts of India participated in the Academic Sessions of the Conference. These include meteorologists, archaeologists, historians and internationally-renowned experts in the fields of climate change, underwater explorations and intangible cultural heritage.

- As a part of Skill India Mission to boost career opportunities and practical training, the Ministry of Skill Development and Entrepreneurship (MSDE) is organizing Pradhan Mantri National Apprenticeship Melas (PMNAM) on October 10, 2022, across 280 locations in 28 states and Union Territories.
- Several local businesses have been invited to be part of the Mela to provide local youth with the opportunity to shape their careers through apprenticeship training. Participating companies will have the chance to meet potential apprentices on a single platform and choose applicants on the spot.
- Apprenticeship Melas are held on the second Monday of each month to increase the employability of India’s youth. Following the completion of the programmes, the company which is providing the training is likely to hire the student as an employee.
- Individuals can register for the Mela by visiting website and to find the Mela’s nearest location.
- To be eligible to apply, the students must have a 5th-12th grade pass certificate, a skill training certificate, an ITI Diploma, or a graduate degree to participate.
- Those who have already enrolled have been requested to reach the venue with all the relevant documents.
About Apprenticeship Melas
