The recently concluded Monsoon Session of Parliament (July-August), even though it was adjourned sine die, referred the Competition (Amendment) Bill, 2022 and the Electricity (Amendment) Bill, 2022 to the Standing Committee of Parliament Gone.
Parliamentary System of Governance:
There are two executives:
The nominal executive i.e. the President is the head of the state whereas the head of the real executive is the Prime Minister who is the head of the government. In such a system, the “president” or “emperor’s role” is primarily ceremonial and “the prime minister produces effective power” along with the cabinet.

Articles 74 and 75 deal with the parliamentary system of government at the Union level and Articles 163 and 164 deal with the states. The executive is responsible to the legislature for its policies and actions.

Working of Monsoon Session of Parliament: The productivity of Lok Sabha was 47% and that of Rajya Sabha was only 42%.
24 Department Related Parliamentary Standing Committees (DRSC) : Members of Parliament from both Lok Sabha and Rajya Sabha in the ratio of 2:1.
Bills referred to DRSC:
Talking about the percentage of bills sent to DRSC during the tenure, it is as follows-
14th (2004-2009) – 60%.
15th (2009-2014) – 71%.
16th Lok Sabha (2014-2019) – 27%.
If we talk about the working of Parliamentary Committees, it examines the various legislations referred to it. Budget proposals of various ministries
Talks about vision. State the policy outlook on the mission. Apart from this, it also determines the future direction of the ministries concerned.
Importance of Parliamentary Committees It is often alleged that bills that are not being referred to parliamentary committees are not properly scrutinized, especially from the point of view of consumers and stakeholders. Example: Agriculture Bill. The deliberations in these committees mostly add value to the content of the law.
